BACKGROUND TO PROJECT

The Building Opportunities, Resilience, Infrastructure Development, Ecosystems, and Social Cohesion for Refugees and Host Communities (BORDER Project) is a 36-month project which seeks to stabilise fragile border regions like the Upper West and Upper East Regions, aiming to prevent conflict and promote social cohesion. The project targets 2 refugee sites, one in Zini (Sissala West) and one in Terikum (Bawku West) Zini community hosts with more than 2000 Burkinabe displaced persons. The project will construct and rehabilitate solar powered water systems in 2 refugee sites and extend water supply and provide sanitation facilities eg Biofil and handwashing stations to households, schools and health care facilities and facilitate all-year gardening for vulnerable households.  It will also provide tailor-made training for local authorities, traditional and faith-based leaders, in various skills such as human rights, social cohesion, conflict resolution, and peacebuilding.

PURPOSE OF POSITION

To provide effective support in the areas of environmental safeguarding, data collection, supervision and evaluation of the BORDER Project in accordance with donor requirement. It is also to ensure the creation, updating and proper management of the Environmental and Social Management Plan (ESMP). Additionally, strengthen participating communities’ capacity to enable timely preparedness and response to disasters and to reduce the impact of climate change on the most vulnerable

MAJOR RESPONSIBILITIES

  • Facilitate the preparation of ESMP framework, development of grievance Mechanism and Incident Reporting through Stakeholder Engagement in accordance with the KfW Sustainability Directive (2016) that applicable to the BORDER project and other relevant WVG’s strategic objectives, policies and procedures, etc
  • Ensure Minimum Labour Standards and Worker Health and Safety are in place
  • Lead the development of Terms of Reference (ToR) for the Environmental and Social Impact Assessments (ESIA) and the Environmental and Social Management Plans and if applicable, contribute to the recruitment of qualified consultants and consultancy 
  • Support and work with the main project partner (IMA) to carry out disaster risk assessments and support communities in the preparation of disaster risk and preparedness plan.
  •   Train project staff, beneficiaries and other stakeholders on climate change, Emergency Preparedness and Response according to the project and donor requirements.
  • Develop capacity of communities and local partners in the targeted districts in Environmental conservation and resource management skills and reporting in line with the donor guidelines including coaching and mentoring for project staff, partners and other stakeholders.

Required Skills or Experience

License, registration, or certification required to perform this position:

  • Effective in written and verbal communication in English, French will be an advantage.

 Preferred Skills, Knowledge and Experience:

  • 1st Degree in Environmental Science/Social/Climate Change/Natural Resource Management
  • At least four years prior experience of managing partnerships as well as implementing donor projects through demonstrated collaborative / networking skills and experiences including proven experience of working with Government officials with good negotiation skills, diplomacy and tactics
  • Excellent understanding of relevant government policies, strategies, programme and structures related to environmental and social studies, disaster risk reduction and climate change adaptation
  • Proven experience in multi-stakeholder coordination and collaboration
  • Excellent knowledge and experience of Climate Change and Disaster Risk Reduction cycle management, and Results-logical framework.
  • Strong research and analytical skills
  • Experience with stakeholders engagement and community consultation
