The following quote was included in the official announcement of the change: “Twitter’s aim is to serve the public conversation, and increasing the number of individuals who feel comfortable engaging in it is crucial, for the world and for Twitter.”

Why did Twitter choose Ghana?
Ghana is a champion of democracy and promotes open internet access, free speech online, and other principles that Twitter shares.
Moreover, Ghana’s recent decision to host the Secretariat of the African Continental Free Trade Area is consistent with their broader goal of establishing a presence in the region to support attempts to improve and customise their service throughout Africa.
