Job Description
Rural Aid Alliance Foundation (RAAF), with over two decades of dedicated service in promoting healthcare access, education, good local governance, and economic opportunities in Ghana, is seeking a detail-oriented and experiencedMonitoring and Evaluation (M&E) Officer. This role is critical to the successful implementation of the Civil Society Strengthening Fund (CSSF), focusing on three key pillars—financial sustainability, institutional strengthening, and operational support. Funded by Comic Relief and led by STAR Ghana Foundation with support from West Africa Civil Society Institute (WACSI), the CSSF initiative aims to strengthen the resilience, responsiveness, and effectiveness of civil society organizations (CSOs) in Ghana. The M&E Officer will play a pivotal role in designing, implementing, and managing M&E activities that ensure the project’s outcomes are impactful and aligned with its objectives.
Key Responsibilities
Develop and Implement M&E Frameworks:
- Design and oversee the implementation of comprehensive M&E framework to assess the impact of the Civil Society Strengthening Fund on financial sustainability, institutional strengthening, and operational support.
- Align M&E framework with project objectives, donor requirements, and RAAF’s strategic goals.
- Establish key performance indicators (KPIs) and benchmarks for measuring success across the three pillars of the initiative.
Data Collection and Analysis:
- Lead the collection of qualitative and quantitative data using appropriate methodologies, such as surveys, interviews, focus groups, and case studies, across the three pillars.
- Analyze data to monitor progress, identify trends, and generate insights for improving project implementation.
- Ensure that data systems and databases are well-managed, with a focus on accuracy, integrity, and confidentiality.
Reporting and Documentation:
- Prepare and present high-quality M&E reports, dashboards, and presentations for internal and external stakeholders, including donors, partners, and RAAF’s management team.
- Document lessons learned, best practices, and success stories to inform project improvements and share insights with the civil society sector.
- Contribute to donor reports, ensuring they reflect the outcomes and impacts of the project’s three pillars.
Capacity Building:
- Provide training and technical assistance to RAAF staff on M&E best practices, tools, and methodologies.
- Collaborate with STAR Ghana Foundation and WACSI to align M&E capacity-building efforts with broader institutional strengthening initiatives.
Monitoring Financial Sustainability Initiatives:
- Evaluate the effectiveness of financial sustainability initiatives under the Civil Society Strengthening Fund, including resource mobilization and income-generating activities.
- Assess the long-term impact of these initiatives on the resilience and sustainability of RAAF.
Institutional Strengthening and Operational Support Monitoring:
- Track the progress and outcomes of institutional strengthening and operational support activities, ensuring they contribute to the overall goals of the Civil Society Strengthening Fund.
- Work closely with program teams to ensure that M&E processes support continuous improvement and adaptive management of the initiative.
Stakeholder Engagement:
- Engage with project stakeholders, including donors, and community members, to gather feedback and ensure that M&E activities are participatory and inclusive.
- Represent RAAF in M&E-related meetings, workshops, and conferences as required.
Continuous Improvement:
- Regularly review and refine M&E processes and methodologies to ensure they are effective, efficient, and aligned with emerging best practices in the sector.
- Foster a culture of continuous learning and improvement within RAAF.
Required Skills or Experience
Education
Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, or a related field. A Master’s degree is preferred.
Experience
- At least 5 years of experience in monitoring and evaluation, particularly within the non-profit or civil society sector.
- Demonstrated experience in designing and implementing M&E frameworks for complex, multi-stakeholder projects.
- Proven ability to analyze data, generate insights, and produce high-quality reports.
Skills and Abilities
- Strong analytical skills, with the ability to interpret data and translate findings into actionable recommendations.
- Proficiency in M&E software and tools, such as SPSS, Excel, Tableau, or similar platforms.
- Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
- Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.
- Ability to work collaboratively in a multicultural and multidisciplinary environment.
Preferred Qualifications
- Familiarity with the civil society landscape in Ghana.
- Experience in evaluating projects focused on financial sustainability, institutional strengthening, and operational support.
Reporting Structure
- Reports To: Program Manager, Rural Aid Alliance Foundation
- Supervises: May supervise interns involved in M&E activities.
- Collaborates With: Program teams, finance and administrative staff, external partners, WACSI, and STAR Ghana Foundation.
Work Environment
- Location: Based in Takoradi, Ghana, with occasional travel to project sites and partner locations within the country.
- Work Hours: Regular office hours with flexibility needed for donor meetings, proposal deadlines, and events.
