Global Communities is seeking a Chief of Party (COP) for the anticipated donor-funded health program. This five-year program seeks to increase HIV case finding and linkage to care and treatment – including viral load suppression, in geographic focus areas of Ghana. The Ghana Health Program builds on Ghana’s health and development progress to date in advancing the delivery of integrated HIV health services for key and priority populations. Technical assistance and service delivery activities will build the capacity, sustainability, and resilience of local institutions and regional health directorates. The donor envisions assistance under this program will significantly contribute to Ghana’s progress outlined in national strategies addressing integration of HIV health service delivery.  

The COP will lead and oversee the overall implementation of the program, including technical strategy, financial and operational leadership, and human resources. Responsibilities

The COP is responsible for overall program implementation, strategic vision, and outcome achievement.  The COP provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the project.  S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the COP will be responsible for communications with the donor, for publicly representing the project, and for liaising with government and other institutions/stakeholders on issues related to HIV case finding and linkage to care and treatment.

Specific responsibilities include the following
  • Provide program leadership, strategic direction, and supervision, including oversight of staff, consultants, and local partners, monitoring and evaluation, and program implementation.  
  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations.   
  • Ensure project activities maximize impact and are completed in compliance with Global Communities, the donor rules and regulations, local laws, and donor agreement requirements.   
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.  
  • Ensure quality control and provide overall technical and management leadership under the award; adjust programs and operations in response to the donor /Ghana technical direction.   
  • Represent Global Communities and overall program interests with national and regional government counterparts as well as at conferences, workshops, meetings, and other industry gatherings as necessary and appropriate. Maintain positive relationships with the donor, local authorities, and the country office team.

Required Skills or Experience

  • Master’s degree (or equivalent) in a discipline related to clinical medicine, public health, development studies, other social sciences, nutrition, or a related field with a minimum of 10 years of experience leading the implementation of large international donor programs particularly related to maternal, newborn, and child health; or, 
  • Bachelor’s degree in a discipline related to public health, nutrition, or a related field with a minimum of 12 years of experience leading the implementation of large international donor programs particularly related to maternal, newborn, and child health. 
  • Five (5) years experience as Chief of Party, senior management, or equivalent position, on a donor-funded program involving the administration of large, USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred.

  • High level of interpersonal, technical, communication, and analytical skills, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.   
  • Ability to develop effective working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.  
  • Knowledge/experience with the donor rules and regulations required; experience managing the donor cooperative agreements preferred.  
  • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.    
  • Management/supervisory experience is required.  
  • Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.  
  • Strong understanding of the local Ghanaian contexts.
