Position Purpose

The Senior Program Manager- Education is primarily the technical lead on all education-related projects/programs in Norsaac and responsible for ensuring they are implemented in compliance with contractually agreed targets, scope, durations, budgets, and donor compliance obligations.

He/she will be responsible for coordinating and managing cross-functional teams within the unit including fundraising, recruitment, and procurement, liaising and linking with other sectors in general. The SPM – EP will play an oversight responsibility of reporting progress to donor or SMT as well as inspiring team members to see the big picture and push toward their shared goals.

The person is also responsible for ensuring visibility of the unit (projects/program communicated effectively) to stakeholders across various levels.  He/she also works with all relevant authorities at National and regional level for a better implementation, acceptance, and ownership in improving the wellbeing of the area.

The SPM- EP reports to the head of programs, policy and influencing and is a member of the extended management team of Norsaac. It is expected that the Education Manager will maintain a high level of professionalism and integrity, display a positive attitude and a team focus, be enquiring and articulate, and can lead and deliver ongoing professional services.

Major Responsibilities

Strategic leadership to programme managers – 30%

  1. Daily supervision of the education manager, project officers’ teams in Norsaac
  2. Ensures the whole team has a clear understanding of the Unit mandate and education project in Norsaac.
  3. Lead and manage staff, encouraging effective teamwork and providing supervision and guidance, including regular and constructive feedback.
  4. Reports incidents and difficulties encountered with any staff members to the head of programs.
  5. Organizes and leads weekly team meetings and provides weekly program update to the adequate persons.

Program management and delivery – 30%

  1. Supervise implementation of all Education projects in Norsaac, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
  2. Ensure that activities are appropriately monitored and evaluated and propose, when deemed necessary, amendments to the education strategy, in consultation with the head of programs and the relevant programmatic coordination team.
  3. Conduct initial and regular assessments of the Education projects and activities’ impact.
  4. Forecasts and follows up on expenditures related to the Education projects.
  5. Participates in budget revision exercises.

Partnership engagement and reporting -20%

  1. Support Managers and management in reviewing donor reports to ensure high quality reports are submitted on time.
  2. Review and analyze weekly/monthly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  3. Work with other management team to produce organizational annual report.
System Strengthening and Influencing – 20%
  1. Laisse with HR unit to recruit best fit staff for the Education unit.
  2. Scout for funding/grant opportunities and work with respective managers to develop proposals in line with the interest areas and the organization’s strategic objective
  3. Ensure the upkeep of organizational policies, standards and protocols
  4. Lead the advocacy trajectories of all programmes under the education unit: Work with various managers on the related policies and develop actions to pursue them.

Required Skills or Experience

Education and Experience: 

  • Completion (with at least a master’s degree) of studies at an accredited academic institution, preferably in education, social sciences, humanities, development studies or other related studies.
  • Additional certified knowledge in project management is an advantage.
  • At least five (5) years’ progressive experience in similar position
