The firm is a consortium lead for the Access to Finance donor-funded program and is seeking a Senior Gender, Youth, and Inclusion Officer for FILMA.

Programme Overview

FILMA aims to overcome demand-side and supply-side barriers related to the availability, accessibility, usage, and affordability of inclusive financial services. These services include credit, insurance, pensions, savings, investments, and payments for Last Mile Actors (LMAs). FILMA seeks to facilitate the financial inclusion of LMAs, empowering them to access dignified and fulfilling work, generate income, access and use financial services, and enhance their resilience to shocks and stresses. FILMA will focus primarily on agriculture and ag-adjacent value chains in Northern, Bono East, Volta, and Oti regions. The program will be implemented over four years (2024-2028).

Major Purpose

The Senior Gender, Youth, and Inclusion Officer (GYI Officer) will play a lead role in achieving gender and youth-related targets and advancing the economic advancement of young women and people living with disabilities (PWDs) within the FILMA program. The Senior Officer will provide technical leadership to FILMA’s technical and operations team, under the supervision of the Program Manager and in close coordination with the Senior Project Manager. Responsibilities include developing processes, practices, and technical approaches that enable program staff and consortium partners to successfully build the skills and confidence needed to implement, monitor, and deliver impactful programming for youth and PWDs.

Primary Functions & Responsibilities

  • Act as the Senior Gender, Youth, and Inclusion expert across the consortium of partners, interventions, and targeted value chains for the FILMA project, supporting gender responsive, youth-positive, and PWD inclusion under financial inclusivity.
  • Develop and adopt gender and youth analysis tools for consortium members to create gender-responsive, youth-positive, and PWD inclusion action plans, assisting with activity design and implementation and continuously improving technical excellence.
  • Create standard approaches and content for advancing the economic empowerment of young women and PWDs in FILMA, including adapting and consolidating training and other materials for use with young people, private sector, and other actors.
  • Support the rollout and adoption of gender, youth, and PWD integration tools for effective program management, emphasizing MEL (Monitoring, Evaluation, and Learning) approaches and tools.
  • Provide strategic guidance and counsel to the Gender, Youth, and Inclusion specialist within the consortium and the project management unit on integration approaches and priorities considering FILMA program objectives and resources.
  • Develop processes and tools for capturing and sharing lessons learned, results, and impact of FILMA activities for donor reporting, external actors, and internal learning and adaptation.
  • Lead a continuous learning process on gender, youth, and PWD integration for project staff and consortium members.
  • Conduct assessments and facilitate meetings with key stakeholders and clients to identify measures to improve inclusiveness, especially for youth and women within the project scope.
  • Collaborate with the MEL team to ensure effective data collection and analysis tools support monitoring gender, youth, and PWD integration in activities.
  • Contribute to reporting on gender, youth, and PWD-related topics.
  • Develop key knowledge products (e.g., case studies, lessons-learned documents) that facilitate program development, implementation, internal knowledge sharing, and the influencing agenda.
  • Participate in regular meetings with program leadership, staff, and donors.

MUST READ:

Required Skills or Experience

  • Minimum of 7 years of experience with a bachelor’s degree in development economics, sociology, anthropology, gender studies, or a related discipline (or a Master’s degree with 5 years of experience).
  • Demonstrable experience implementing practical approaches to advance gender equality and youth programming in agriculture programs; experience in strengthening value chains through an enterprise approach is highly preferred.
  • Experience in implementing approaches to mitigate and reduce gender-based violence in economic growth programs is preferred.
  • Proven success in leadership roles developing and managing development organizations, programs, or initiatives requiring strong analytical, writing, social, and management skills.
  • Experience in designing and managing project management systems for complex projects.
  • Expertise in a range of gender analysis methodologies across the program cycle.
  • Excellent oral, written, and interpersonal skills, including fluency in English.
  • Willingness to travel up to 30% to field offices and project sites.

  • Ability to work persuasively and diplomatically in a team-based environment with high complexity and ambiguity.
  • Effective communication of complex youth and gender issues with clarity and precision.
  • Ability to work across teams to influence behavior and build capacity.
  • Experience in adult learning techniques and excellent facilitation skills (both in-person and virtual).
