Project Brief

  • Support to the Mitigation of Destabilizing Effects of Transnational Organised Crime” (M-TOC) project is supporting West African coastal countries in mitigating and preventing the destabilizing effects of organised crime.
  • Its main objective is to prevent the destabilization of border regions of these countries related to spill-over effects from regional conflict hot-spots.
  • The following three strategic areas will be the focus of the project: Criminal investigations of organised crime; strengthening resilience of border communities; improving the knowledge base on illicit economies in the West Africa region through research projects and investigative journalism.

Scope of Role:

As an Advisor, you support the Project Manager in the technical, financial management and oversight of the activities in the component, including the coordination and quality control of measures implemented by partners in the project countries and implementation of key deliverables in this component to strengthen the resilience of border communities in West African Coastal Countries against the negative effects of organized crime.

Tasks:

  • Assist the project manager in the process of fulfilling the mandate of the Programme to mitigate and prevent the destabilizing effects of illicit economies and organised crime in the project countries.
  • Manage and monitor the collaboration with the project implementing agencies within the component (2) on Community Resilience.
  • Conduct conflict sensitive needs assessments in selected border communities in close coordination with the research component of the project.
  • Support capacity building efforts and interventions for vulnerable population groups and civil society organisations in selected border communities (e.g. mentoring, skills-development).
  • Support the facilitation of dialogues and regular consultation between law enforcement agencies and communities, civil society organizations and local leaders in border regions. And coordinate component measures closely with the activities implemented under component 1 (law enforcement) of the project.
  • Oversee the organisation of workshops, consultations, training activities as well as the provision of equipment to border communities.
  • Provide quality assurance for all component activities, outputs and deliverables.
  • Lead on the drafting and timely submission of project reports relating to component 2.

Suggested:

Qualification Required & Experience

  • Master’s degree in Peace & Security, Development Studies or a relevant field of study (an advanced degree would be an added advantage).
  • Minimum of 5 years’ experience working on conflict prevention, organised crime or development with governments and/or nongovernmental organisations.
  • Proven experience in managing and working with multi-disciplinary teams is required.
  • Background in working with Civil Society Organisation or law enforcement in the field of peace and security is an advantage.
  • Knowledge of the ECOWAS region and established contacts to relevant actors is regarded as an asset.
  • Spoken and written language skills in English and/or French is required.
  • Strong project management skills managing complex, multi-faceted projects resulting in measurable successes.
  • Ability to incorporate gender perspectives in project implementation
