Background
The purpose of the Bicycles for Growth (BFG) project is to identify tools, approaches, partnerships, and incentives that may successfully improve sustainable access to and uptake of appropriate, affordable bicycles in sub-Saharan Africa thereby increasing mobility, particularly in rural areas, and aid in alleviating poverty. The project seeks to research, design, develop, test, pilot, generate new evidence and validate existing theories to support improving availability, reliability and affordability of fit-for- purpose bicycles that meet the needs and preferences of men, women, boys, and girls, particularly in sub-Saharan Africa.
Position Objective
The Monitoring, Evaluation, and Learning (MEL) Expert will provide key MEL advisory services to the JAA USAID Bicycles for Growth team.
Responsibilities
The MEL Expert will be consulted on relevant tasks, including: Technical support on the development project MEL guiding documents, such as the project Collaborating, Learning, and Adapting (CLA) Plan.

Deliverables and Responsibilities
The Consultant’s maximum five days of LOE will be used for the following:
- Development of BFG Collaborating, Learning, and Adapting Plan with a maximum of one round of revisions.
- A maximum of three meetings with JAA BFG management on the Collaboration, Learning, and Adapting Plan.
- BFG will be responsible for orienting the Expert to the project activities, results framework, and theory of change during one of these meetings.
Required Skills or Experience
Qualified candidates will have the following qualifications:
- Bachelor’s degree in Economics, International Development, Public Policy or related field with a minimum of seven years of relevant experience OR
- Master’s degree in Economics, International Development, Public Policy or related field with a minimum of five years of relevant experience.

- Minimum of four years of experience working on USAID-funded projects. Experience working on MEL and/or Economic Growth projects highly preferred.
- High level of familiarity with MEL requirements on USAID-funded projects.
- Experience designing and implementing CLA plans for USAID-funded projects.
- Exceptional written and verbal communication skills.
- Experience working in Ghana preferred.
