Job Description
The USAID-supported Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity has the overall goal to ensure responsive governance for improved agricultural sector development in Ghana. In September 2020, the scope of the Activity was expanded to include the Women in Shea (WISH) Initiative to advance women’s economic empowerment. The Activity aligns with USAID’s Country Development and Cooperation Strategy for Ghana in ensuring:
- Strengthened Responsive, Democratic Governance.
- Sustainable and Broad Economic Growth.

USAID recently extended the conflict component to consider social cohesion, early warning, chieftaincy and natural resource management and media.
The Zonal Project Coordinators (ZPCs) will be based in the Upper East, Northern and Upper West Regions of Ghana.
Each of the 3 Zonal Project Coordinators will be assigned a geographic area as follows:
- Zone 1: Upper East Region (7 districts) and North East Region (2 districts).
- Zone 2: Upper West Region (8 districts) and Savannah Region (2 districts)
- Zone 3: Northern Region (10 districts) and North East Region (1 district).
The Zonal Project Coordinators will be required to travel within and outside their duty regions for project activities. In addition, they will maintain close contact with the PCU, RPCs, selected media outfits, traditional leaders and community structures for conflict resolution and social coherence.
These positions will be based in Tamale, Bolgatanga and Wa respectively.

Specific duties and responsibilities:
- Support the RPCs to plan, deliver and supervise social cohesion and community mobilization interventions under IR1.
- They will ensure that CARE, as the Prime implementer, is able to fulfill its obligations to USAID for quality assurance, timely delivery, data collection and activity reporting, while facilitating capacity building for RPCs and other community-based actors.
- Facilitate linkages between RPCs and other structures such as WAPs and CSOs partners for efficient delivery.

SPECIFIC DUTIES
For the daily and operational charge of the ZPCs, they shall be required to spearhead AGREE implementation.
- General Coordinating and supervising activities of Regional Peace councils, maintain and manage approved project work plan and milestones.
- Work with M&E, Communication, and other PCU and partner staff to generate project data, timely reports, learning and documentation needs.
- Support in developing scopes of work, terms of reference and facilitating community engagements for work in their locations and update PCU and stakeholders on project progress.
- Work with project teams and partner staff on regular documentation and knowledge management for project learning and best practices capture.
- Work with field teams in the regions to plan and facilitate stakeholder meetings, dialogues and visits.
- Support the project management in dissemination of information and knowledge generated through the project widely and effectively.
- Work with community partners, leaders, RPCs and volunteers to collect, collate and report conflict data into the Early Warning System for analysis.
- Facilitate the active participation of women (WAPS), PWDs and youth in early warning, peacebuilding and conflict resolution training, dialogues etc.

Required Skills or Experience
Education and/or Certifications
- First degree from a recognized university preferably in community development, agriculture, social science, education, Conflict and Peacebuilding, Management Information Systems or other subject areas.
Essential Experience
- Three years post qualification experience in a community development project management environment.
- Community entry and mobilization.
- Relevant experience in capacity building activities and working with communities, CBOs, traditional institutions, NGOs and public sector agencies.
- Experience in facilitating linkages, relationship building and networking.
- Experience in smallholder agri-business, peace and capacity building.

- Ability to ride a motorcycle with a valid license.
- Results orientation and accountable leadership
- ITC skills – MS Office suite
Essential Knowledge
- Training design and Methodology
- Culture, chieftaincy, and natural resource (land) management
- Ability to communicate the Local language(s) of the project area (UER, UWR, NR).
