USAID Feeds Future Ghana Policy LINK Activity is a five-year initiative that promotes behavior change to enable Ghanaian stakeholders to participate in a more transparent, inclusive, and evidence-based agriculture and food system policy process, improving food and nutrition outcomes and broad-based economic growth. We will shift policymaking to various stakeholders.

Ghana’s main agricultural policy system actors and institutions can engage academia, financial institutions, the judiciary, CSOs, NGOs, and private sector representatives at the national, regional, and local levels with this policymaking approach.

Policy LINK’s theory of change stresses human and social capital, collaborative governance, policy system actor engagement, and dynamic learning tools and platforms to facilitate collective action.

Position Objectives:

The Senior Regional Manager will serve as the primary point of communication between Accra and the allocated geographic locations, as well as overseeing subnational office activities.

The role is anticipated to assist with the design, execution, follow-up, and reporting of the Feed the Future Ghana Policy LINK Activity in accordance with Policy LINK’s established activity team structures, processes, and systems.

Job Purpose

The Senior Regional Manager will be situated in Tamale and responsible for:

  • Oversee program and administrative administration, delivery, and accomplishment of program results in the target area.
  • Conduct training, facilitation, mentorship, and support for agricultural stakeholders at the regional and community levels in targeted areas.
  • Coordinate with all regional and community structures within the ZOI to move the technical stakeholder engagement process forward in a coordinated and consistent manner.
  • Participate in communication and learning initiatives at the subnational and national levels.
  • Identify and integrate opportunities for collaboration and leverage with Feed the Future (FtF) Implementing Partners (IPs) in the implementation of specific subnational initiatives.
  • Collaborate with the Policy LINK technical team at the national level to help establish the annual work plan, ensure adherence to data collecting methods, and report on findings.
  • Ensure the day-to-day management of activities at the subnational office through dotted-line supervision of the Communications Specialist, MEL Officer, Logistics Coordinator, and GESI Manager.

Responsibilities

  • The Senior Regional Manager will be responsible for understanding and effectively communicating the Ghana Policy LINK Activity methods and basic principles to regional, district, and community stakeholders. S/he must comprehend and continuously implement Policy LINK’s concepts, management, and standard operating procedures.
  • The Senior Regional Manager will be responsible for the following major functions, while additional duties may be allocated as needed:

Program management:

  • Establish solid working connections and lines of contact with Policy LINK colleagues, regional and community-level stakeholders, and other implementing partners in priority areas;
  • Serve as the primary point of contact between Policy LINK national and subnational offices, promote Ghana Policy LINK Activity co-creation, and give technical help to partners as needed.
  • Coordinate with Policy LINK logistics, finance, operations, and activity teams to provide essential preparations and logistics management for successful program implementation;
  • Coordinate stakeholder engagement activities at the subnational level, such as learning events, systems mapping, pause and reflect sessions, and capacity enhancement.
  • Monitor the status and performance of subnational operations, providing updates with colleagues and recording findings from monitoring, assessment, and learning in program reports.

Regional and Community-Level Activities:

  • Assist in finding an inclusive collection of emerging regional and community leaders for leadership development;
  • Assist Policy LINK colleagues and Ghana Activity partners in developing and enhancing targeted regional stakeholder engagement programs; and
  • Based on the findings of the stakeholder engagement process, assist and contribute to the capacity building of key institutions and target groups.

Performance Criteria:

  • The Ghana Policy Activity is a performance-based endeavour that heavily relies on individual and team core capabilities. Each employee will undergo a yearly appraisal and receive feedback.
Reporting
  • The Senior Regional Manager will report to the Accra-based Programme Lead.
Supervisory Responsibilities
  • On dotted lines, the Senior Regional Manager will supervise the Regional Program Specialist, Communications Specialist, MEL Officer, GESI Manager, and Logistics Coordinator. He may manage temporary technical consultants and work with the Ghana Country Lead, Finance & Operations Director, and other technical leads.

Required Skill or Experience

This post is solely open to Ghanaian nationals. Additional Qualifications:

  • A bachelor’s degree in social sciences, project management, or a related discipline is required, with a master’s degree desirable.
  • Ten (10) years of increasingly responsible experience in program administration, logistics, operations, community mobilization, monitoring and evaluation, research, and/or international development.
  • A thorough grasp and experience working with a wide range of stakeholders on agricultural policies.
  • Strong stakeholder relationship management abilities, as well as the capacity to connect with partner organization’s senior leadership.
  • Excellent communication, presentation, and representational skills.
  • Strong training, facilitation, and program coordinating abilities are preferred.
  • Good computer skills, including working knowledge of Microsoft Word and Excel.
  • Preferred experience includes working with local communities, non-governmental groups, and/or international organizations.
  • Experience arranging and facilitating stakeholder events and conferences for a varied range of stakeholders.
  • Excellent English writing and speaking. Demonstrated organizational and administrative skills, as well as the ability to multitask under tight time restrictions and deadlines.
  • Previous job experience in Northern Ghana is preferred, particularly in the Northern, North East, Upper East, and Upper West regions.
