The USAID-supported Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity has the overall goal to ensure responsive governance for improved agricultural sector development in Ghana. In September 2020, the scope of the Activity was expanded to include the Women in Shea (WISH) Initiative to advance women’s economic empowerment. The Activity aligns with USAID’s Country Development and Cooperation Strategy for Ghana in ensuring:
- Strengthened Responsive, Democratic Governance.
- Sustainable and Broad Economic Growth.
USAID recently extended the conflict component to consider social cohesion, early warning, chieftaincy and natural resource management and media.
The Snr. Communications and Media Relations Specialist will lead the delivery of the overall communications and outreach plan for the USAID funded Feed the Future Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity. The position is part of the Project Coordination Unit (PCU) and will support the general project management activities. The office holder will produce and distribute/disseminate tailored content targeting AGREE’s stakeholders comprising the donor-USAID, consortium partners, and program participants including MMDAs, CSOs, and citizens. S/he will ensure that all media relations efforts adhere to USAID’s media and public engagement protocols. The position holder will additionally coordinate the preparation of project reports and communication materials including biweekly updates, quarterly reports, annual reports, fact sheets, PowerPoint presentations, posters, banners, etc. In addition, the Specialist will incorporate and maintain Feed the Future and USAID branding and marking standards in all communications and visibility materials of the Activity to ensure maximum compliance.
S/he will report directly to the Chief of Party and will be based in the Tamale Sub-office but will require extensive travel to operational districts in the five northern regions of Ghana to support project events/activities.

KEY RESPONSIBILITIES OF THE ROLE
Lead the implementation of AGREE Activity’s communication efforts.
- Package communications materials that convey all aspects of AGREE’s work and impact and disseminate to a variety of audiences defined in the communication strategy.
- Identify the right communication channels and mechanisms to disseminate Information, Education, and Communication (IEC) materials at National, Regional, District, and Community levels.
- Work with the Activity’s thematic and component leads to produce and disseminate AGREE learning materials, brochures, success stories, newsletters, leaflets, and other materials for wider reach and target groups using appropriate channels and mechanisms.
- Provide capacity-building support to enhance staff skills and knowledge in communications including preparing PowerPoint presentations, developing success stories, taking good photos for appropriate branding and marking, etc.
- Contribute to the planning of and organizing for AGREE events.
Ensure effective compliance to the Feed the Future Graphic and Naming Standards
- Incorporate and maintain Feed the Future and USAID marking and branding requirements in all AGREE written communications and visibility materials.
- Build staff capacity on the required branding and marking standards for each of AGREE’s initiatives, and keep staff informed of any new trends.

Serve as liaison for media engagement and public relations of the AGREE Activity
- Support colleague staff, consortium partner organizations, and strategic partners to communicate information about the project work through approved channels and networks.
- Be responsible for public outreach and content development of press releases and journalistic articles published in approved news portals including online sites and television, among others.
- Develop appropriate media contacts and work with journalists to provide prominence and visibility of AGREE Activity.
- Manage the design and distribution of public education materials, including publications, press releases, special radio and TV infomercials, public service announcements, and other types of programming.

- Facilitate collaboration among CARE projects to enhance overall image and project outcomes and results.

- Ensure that all technical aspects of the AGREE Activity adhere to organisational and sector-wide ethical standards and principles – Do No Harm, Safer Programming, etc.
- Stay informed about and adhere to donor-specific ethical guidelines and regulations, ensuring that all reporting and documentation meets the required ethical standards.
- Monitor and address any ethical concerns or violations promptly according to established protocols.

Required Skills or Experience
Knowledge
- Knowledge of organizational communication management, learning and creating a culture of knowledge management and communication.
- Knowledge of the agricultural and local governance structure is an added advantage.
- Knowledge of USAID/Feed the Future branding and marking rules.
Experience
- 5-7 years post-qualification experience in development education or communication
- Experience working with local government authorities, USAID, NGOs, and communities.
- Extensive experience working in organizational communication and public relations.
- Proven experience with press outreach and media relations
- Excellent analytical, written, and oral communication skills.
- Appreciable knowledge of IT and its uses
- Strong experience and knowledge of approaches to M&E, data visualizations and gender-sensitive approaches
- Strong practical experience with using data to generate change stories to educate and market the achievements of the project through newsletters, success stories, etc.
- Experience in building the capacity of project teams on media and communication standards and practices.
- Experience in facilitating linkages, relationship building and networking.
