Job Description
As part of its overall program to promote children’s rights and child protection in the cocoa supply chain and to get rid of the worst forms of child labor and forced labor in the cocoa sector, the ICI is looking for a Monitoring and Evaluation Manager for its country office in Ghana.

Responsibilities:
The Monitoring and Evaluation Manager will build relationships with a wide range of internal and external stakeholders, such as ICI Child Labour Monitoring and Remediation System (CLMRS) partners, ICI programme and IT team in Ghana, ICI M&E and information system management team in Cote d’Ivoire, ICI programme team in Geneva office, and ICI Monitoring, Evaluation, and Learning team in Geneva office.
S/he will work on monitoring, evaluating, and learning plans for all ICI country projects, as well as supervise consultants, collect data, make mobile apps, and train CLMRS project staff.
The Monitoring and Evaluation Manager will be in charge of:
Help with planning, monitoring, evaluating, and learning about ICI programs
- Help put ICI’s Learning Agenda into action in Ghana by contributing to the development and management of high-quality research on child labor and forced labor.
- Give technical advice for new program proposals and help make project concept notes, proposals, and logical frameworks that meet donor needs.
- Make sure that good practices are used when M&E support is given to field programs and partner organizations.
- Support the creation of Terms of Reference for consulting, the review of proposals and the hiring process for consulting jobs, and the review of reports.
- Take part in and actively contribute to meetings and planning sessions for program coordination
- Tell the program team and partners to make sure that M&E plans are in place and being followed, and that reporting templates are up-to-date, effective, and appropriate.
- Support the idea of having monthly meetings to review how well a project is doing. This will keep program staff up-to-date on goals and accomplishments based on the project’s key performance indicators (KPI).
- Strengthen ties with partner organizations in Ghana by coordinating well, sharing information, and getting the word out about results.
- Provide technical help to ICI partners as needed for their CLMRS implementation and make sure ICI programs work well.

- Together with the program teams, come up with tools for collecting data, such as mobile data collection (e.g. KOBO)
- Work with the ICI IT team in Ghana and the ICI information management system team in Cote d’Ivoire to make surveys, tools for collecting data, and a database for all of this.
- Help make reports for partners and donors about what the project has done.
- Give advice on the best ways to collect data, such as the design, storage, and management of databases.
- Make sure that information collected as part of monitoring, evaluating, research, and learning activities is collected, processed, and analyzed.
- Analyse both qualitative and quantitative data
People Management and Capacity Development
- Work closely with the teams in Côte d’Ivoire and Switzerland in charge of monitoring, evaluating, and learning.
- Make sure the M&E officer does what he or she is supposed to do.
- Give the M&E officer direction, help, and guidance.
- Build M&E and learning skills among ICI staff and partners, including giving technical help to make assessments, check data, supervise field data collection and analysis, and develop assessments.
- Help the company build a culture of working together on M&E.
- Help hire consultants and enumerators for tasks related to M&E, such as coming up with Terms of Reference, looking over CVs, taking part in interviews, and reviewing deliverables.

Learning and Giving Feedback
- Lead review sessions of what has been learned with the program team and partners
- Give information so that lessons learned processes can be made and used.
- Make sure that evidence and lessons learned from projects are used to shape how programs are designed and run.
- Make internal learning briefs on a regular basis that list the most important lessons learned from the program and share them with ICI partners and members.
- Finally, Make sure that the program’s plans and strategies for sustainability and scaling up are based on careful data analysis and are regularly reviewed in light of new program data.
Duration:
The deal is for three years.
Qualification And Experience:
The candidate must have:
- Bachelor’s degree in development studies, social sciences, economics, statistics, or something similar.
- At least 5 years of professional experience in monitoring and evaluating development projects or a related field

Knowledge And Skills:
The candidate must have:
- Excellent knowledge and practical experience in collecting quantitative and qualitative data, including research design, making data collection tools, sampling strategies, analyzing data, and sharing results.
- Able to handle large and complex projects with little supervision. Skills in program development and monitoring, report writing, and knowledge documentation
- Also, Very strong written and spoken English skills; French is a plus. Able to take action quickly, produce high-quality results, and work alone or in a team.
- Able to work effectively in multicultural teams, including working remotely with colleagues in other countries.
- MS Office Suite has some great stills (Word, Excel, PowerPoint)
- High level of analytical skills and experience with using software designed for data analysis (Excel, SPSS, Stata, etc.)
- Knowledge of child labor, forced labor, development programs, humanitarian response, human rights, and children’s rights issues

Requirements For Travel:
The job is based in ICI’s office in Accra, Ghana, but the person may have to travel to project sites and even outside of Ghana.
LANGUAGES: You should be able to write and speak English and Ghanaian languages well, preferably Twi. Having French skills would be very helpful.
