JOB PURPOSE
The program officers shall ensure the effective delivery of the project activities in the assigned district. He/She will be responsible for day-to-day direct engagement with district and community-level stakeholders and lead planning and coordination of all project activities within the district.
He/She will be responsible for leading community level advocacy initiatives, monitoring, and documentation of project progress and learning. He/She shall also support ideas in developing and strengthening all Norsaac’s programs.
DUTIES AND RESPONSIBILITIES
Programme Implementation and Delivery
- Serve as the Norsaac focal point in the assigned district, working closely with the government and other stakeholders.
- Manage and coordinate the implementation of the project, including planning, scheduling, and reporting on activities.
- Identify and strengthen local structures to enhance the sustainability of project activities.

- Work closely with the Research and Program Quality Unit and Communications Unit to ensure effective data storage and visibility of the project.
- Develop quality reports on all project activities and engagements within the district.
- Support the collection and documentation of impact and success stories.
- Support Program Managers in the dissemination of information and knowledge generated widely and effectively to stakeholders including the District/ Municipal Assemblies and other decentralized departments.
Partnership and Team Building
- Serve as the focal point of contact for community and district-level partners.
- Assist in community and district profiling of relevant information and data pertaining to assigned projects’ target groups.
- Facilitate linkages of target groups to assigned projects within project sites.
- Assist in building a viable pool of change agents out of project beneficiaries.
- Provide timely support to other project officers within the organization where needed.
- Uphold the organizational standards and protocols.

Required Skills or Experience
Qualifications and Experience
- Minimum qualification of a first degree from a recognized university bachelor’s degree in public health, community nutrition, community development, or related field.
- At least 2 years experience in community development.
- Relevant experience in capacity-building activities and working with communities, Community-Based Organizations, traditional institutions, NGOs, and public sector agencies.
- Experience in implementing nutrition-related or public health interventions.
Job Competence
- Ability to communicate in the appropriate local language as per the targeted districts.
- A good knowledge of project implementation will be an added advantage.
- Basic knowledge of operations and financial management.
- Critical thinking, creative, and analytical.

- Excellent communication skills and good team player.
- Good written and oral communication skills in English. Ability to communicate clearly and sensitively with internal and external stakeholders. Strong demonstrable report-writing skills.
- Ability to multitask and work within deadlines.
- Proficient in the use of Microsoft applications, including Excel, Word, and PowerPoint.
