British Columbia Provincial Attestation Letters for International Students are now open for applications

On January 22, 2023, IRCC announced a cap on international students. IRCC stated that it will now issue up to 360,000 new study permits in 2024, reflecting a 35% reduction compared to the levels in 2023.

Additionally, provinces were assigned the responsibility of implementing a system that mandates provincial attestation letters for international applicants.

In response to these recent regulatory changes, British Columbia has introduced provincial attestation letters for international student applications for students who have gained admission to study in the province.

British Columbia’s provincial attestation letter (PAL) system went into effect on Monday, March 4, 2024.

B.C.’s PAL system is the first to be released since the IRCC introduced a cap on the number of study permits it would issue in 2024. Other provinces are expected to follow suit shortly to meet the March 31 deadline.

Obtaining a provincial attestation letter involves a straightforward process. Once an international student receives an acceptance letter from their chosen post-secondary institution in British Columbia, the institution will initiate the attestation letter request with the provincial government. Upon verification, the government will issue the attestation letter directly to the institution, which will then forward it to the international applicant.

Allocation Adjustments: Addressing Concerns

B.C.’s allocation for undergraduate study permit applications has been set at 83,000, down from previous years. Public institutions will receive 53% of the allocation, with private institutions receiving the remaining 47%.
